8th Pay Commission Latest Update: Could Dearness Allowance Rise From 63% To 67% In January 2027? What Inflation Data Suggests

A further increase in Dearness Allowance next January is possible, but the figure circulating online is not an approved payment. The latest Cabinet decision covers the July instalment; the January estimate still relies on assumptions about inflation readings.

Employees also need to separate the allowance revision from the 8th Pay Commission’s work. A DA forecast under the existing pay structure does not announce a new basic salary or pay matrix.

Key Highlights

  • The Cabinet has approved DA and DR at 63%, effective from July 2026.
  • The January 2027 estimate uses the full calendar year’s CPI-IW data.
  • A flat-index illustration produces a projected whole-number rate of 67%.
  • Final inflation readings and a government decision are still necessary.

63% DA Is Approved; January’s Rate Is Still Open

The Cabinet announcement dated 28 October 2026 approved a three-percentage-point increase over the previous 60% rate. The decision applies to eligible central government employees and pensioners from 1 July 2026, under the Seventh Pay Commission framework.

Two separate positions now exist:

  • Approved: DA for employees and DR for pensioners stand at 63% of basic pay or pension.
  • Projected: A January 2027 rate of 67% assumes a particular path for the remaining inflation readings.

The government puts the July revision’s coverage at about 48.54 lakh employees and 68.71 lakh pensioners. Those figures describe the approved instalment, not a newly announced January package.

How Inflation Data Produces the 67% Projection

The Labour Bureau’s August release, dated 30 September 2026, recorded CPI-IW at 154.4, up 1.2 points from July. That monthly index reading is an input to the DA calculation, not itself a DA percentage.

The projection keeps that August level unchanged for the remaining months. Published readings and assumed inputs must stay separate:

April149.9Published

June151.9Published
July153.2Published
August154.4Published

The published observations come from the Labour Bureau’s all-India series. Together with the assumed readings, they produce a January–December average of 152.0. The published DA projection works out at approximately 67.46%, indicating a whole-number rate of 67% under the existing calculation approach. This remains a scenario rather than a government forecast.

Actual readings can change the result. Even an unchanged index after August can raise the annual average because earlier months were lower. The index therefore need not rise every remaining month for the projected DA rate to increase.

How Much A Four-Point Increase Would Add

If the government approves a move from 63% to 67% on unchanged basic pay, the extra monthly DA would equal 4% of that basic pay:

  • ₹18,000 basic pay: ₹720 extra DA each month.
  • ₹50,000 basic pay: ₹2,000 extra DA each month.
  • ₹1,00,000 basic pay: ₹4,000 extra DA each month.

These are illustrative calculations, not sanctioned amounts. On ₹50,000 basic pay, DA would move from ₹31,500 to ₹33,500; the basic salary itself would remain ₹50,000 in this example.

A four-percentage-point DA increase is not a 4% increase in the entire salary. Other allowances and deductions affect the eventual amount credited, so employees should not apply the percentage to their take-home pay.

What To Watch Before Linking DA To The 8th CPC

The Labour Bureau’s release calendar schedules September’s CPI-IW for 30 October 2026 and December’s reading for 29 January 2027. A January-effective revision cannot be finalised from August data alone; the complete calculation needs the remaining observations.

Separately, the 8th CPC was constituted on 3 November 2025. Its official terms of reference require recommendations within 18 months, placing that reporting window around May 2027. A report deadline does not guarantee a salary-payment date.

For household budgeting, use the notified entitlement and keep projected increases separate. Follow Labour Bureau releases and Department of Expenditure orders before revising expectations about salary, pension or arrears.

FAQs

Has the government approved 67% DA for January 2027?

No. The confirmed Cabinet decision raises the July 2026 rate to 63%. The January estimate remains conditional on inflation data and a separate government decision for that instalment.

Which inflation measure determines this DA projection?

The calculation uses the Consumer Price Index for Industrial Workers, or CPI-IW. A headline inflation percentage from a different consumer-price series cannot replace the required index readings.

Will falling inflation automatically stop a DA increase?

Not necessarily. Slower inflation describes the pace of price increases, while DA uses an average index level. The full observation period determines the result, not one month alone.

Does a pay commission report immediately change salaries?

No. The commission recommends changes. A reporting deadline does not itself authorise payroll revisions; employees need government decisions and implementation instructions specifying the applicable pay and dates.

Will January DA arrears arrive with January salary?

No payment date has been confirmed for the projected instalment. An effective date and the date money reaches an account are different, so await the official instructions.
