Stray dogs have long been a subject of heated debate in India, balancing between public safety and animal rights. The issue took centre stage again when, on Monday, August 11, the Supreme Court of India termed the stray dog situation in Delhi and NCR as “extremely grim”, ordering all civic bodies to catch and relocate strays to dedicated dog shelters within eight weeks. The courtโ€™s remarks reignited national discourse on how to manage Indiaโ€™s vast street dog population, rising dog bites, and rabies cases, while ensuring ethical treatment of animals.

SCโ€™s Directive: Action or Overreaction?

The Supreme Courtโ€™s order mandates that shelters capable of housing up to 5,000 stray dogs be established by civic bodies, equipped with sufficient personnel to manage sterilisation and care. However, this number falls drastically short of addressing the magnitude of the issue. Delhi alone is home to over 55,000 stray dogs, as per the Department of Animal Husbandry‘s data from November 2023.

While the intent is to reduce man-dog conflict, the execution raises logistical red flags: shelter infrastructure, space, funding, staffing, veterinary care, long-term welfare, and possible re-release or adoption strategies remain unclear. Critics argue that the move may offer only a temporary solution, without addressing root causes such as ineffective sterilisation, improper waste management, and low adoption rates.

Backlash and Public Reactions

The Supreme Court order sparked a storm of reactions on social media and among animal rights groups. Prominent activist Maneka Gandhi criticised the ruling as “irrational” and “stemming from anger”, asserting that mass relocation without a clear welfare roadmap could be traumatic for the animals and ineffective in curbing the dog bite menace.

Many netizens echoed similar concerns, pointing out that such an order could lead to mismanagement, overburdened shelters, and even inhumane treatment. Animal welfare groups questioned how shelters would maintain basic living standards for thousands of dogs within a matter of weeks, especially in a city like Delhi where space is at a premium.

Conversely, sections of the public welcomed the move, citing frequent dog bite incidents and safety risks, especially for children and the elderly. Yet, even these voices expressed doubts about execution and sustainability, calling for long-term population control methods like effective Animal Birth Control (ABC) programs and stricter garbage disposal enforcement to reduce food availability for strays.
