L5 covers the larger, registered motorised three-wheeler segment used for passenger and goods movement, not every low-speed category on the road. CAQM linked the move to expert findings that the vehicular sector remains a major contributor to PM2.5 in Delhi-NCR.

Delhi is first. From January 1, 2027, only electric L5 three-wheelers can be newly registered in the National Capital Territory. After that, the rule expands to Gurugram, Faridabad, Sonipat, Ghaziabad, and Gautam Buddha Nagar from January 1, 2028. The remaining NCR districts follow from January 1, 2029. That phased rollout is the most important takeaway for buyers, fleet operators, and permit holders.

One More Deadline That Could Hit Sooner

A separate CAQM draft direction approved the same day says fuel should be dispensed only against a valid PUCC across NCR from October 1, 2026. So even before the fresh-registration shift deepens, compliance checks on currently running vehicles are set to tighten.

Is There Any Delhi Subsidy Or Financial Relief?

Delhi’s draft EV Policy 2026 gives the clearest local support picture. For electric three-wheeler auto-rickshaws (L5M), the proposed registration incentive is ₹50,000 in Year 1, ₹40,000 in Year 2, and ₹30,000 in Year 3 from the notification date. The policy also proposes a ₹25,000 scrapping incentive for buying a new electric L5M after scrapping a Delhi-registered BS-IV or older three-wheeler, subject to the stated conditions.

The same draft policy also gives 100% exemption from road tax and registration fees for eligible EVs registered in Delhi during the policy period. Delhi’s draft further states that from January 1, 2027, only electric three-wheelers will be permitted for new registration in Delhi, aligning local policy with the wider CAQM push.
