Elon Musk Says ‘Oligarchs’ Are Blocking Starlink in India: What Happened?

Elon Musk has pushed Starlink’s delayed India launch into a fresh telecom controversy. On October 7, 2026, the SpaceX chief alleged on X that “certain oligarchs” were blocking Starlink to preserve a “monopolistic chokehold” over Indian consumers. He named nobody. On October 8, the Indian government rejected suggestions of discrimination and said all three licensed satellite operators were at broadly the same regulatory stage.

Starlink already has a telecom licence and says its Indian infrastructure is ready. What it still lacks is the final security assessment and spectrum assignment needed before commercial service can begin.

Key Highlights

  • Musk made the allegation while replying to a post about India’s rural connectivity gap.
  • The Centre called suggestions of unfair treatment “baseless and misconceived”.
  • Starlink received its GMPCS licence in June 2025, but that licence does not itself assign spectrum.
  • The company says it has built 20 gateway sites in India.

What Did Elon Musk Actually Say About Starlink In India?

Musk was replying to an X post arguing that satellite broadband could help villages outside dependable 4G coverage. He accused unnamed “oligarchs” of stopping Starlink and called the alleged obstruction “a crime against the people of India”. [Reuters’ report on the Starlink row] Reuters’ confirms Musk did not identify any person or business.

Online speculation quickly moved towards India’s largest telecom groups. Reliance Jio and Bharti Airtel are major players, but both signed separate agreements with SpaceX in March 2025 to distribute Starlink services after regulatory approval.

Recent reporting citing government data said 11,256 listed villages still lacked 4G coverage in May 2026. Satellite broadband can serve locations where extending towers or fibre is costly.

  • What is confirmed: Starlink is waiting for approvals.
  • What is not established: Musk has offered no public evidence identifying who allegedly blocked it.

Why Has Starlink Still Not Launched Commercially?

A January 2026 satellite communication services confirmed that Starlink, OneWeb India and Jio Satellite Communications had received Unified Licence authorisation for Global Mobile Personal Communication by Satellite services.

But the GMPCS guidance says a licence does not automatically grant the right to use spectrum. A separate frequency assignment is required, and security conditions also apply.

At India Mobile Congress on October 7, Starlink vice-president Lauren Dreyer said the company had built 20 gateway sites with hundreds of antennas. She also said Indian user data would remain in India and operations had been designed around local security requirements.

  • Already in place: telecom authorisation, ground infrastructure and India-specific controls.
  • Still required: security assessment completion, spectrum assignment and remaining operational permissions.

How Did The Indian Government Respond To Musk’s ‘Oligarchs’ Charge?

The Centre answered within hours. The Ministry of Communications said India uses a “fair and non-discriminatory” authorisation framework for telecom services, including satellite communications. It said security assessments are under way for all three licensed non-geostationary satellite operators.

The ministry added that an operator can move towards spectrum assignment after completing the security process. All three companies are currently at “broadly the same regulatory stage”, it said, calling claims of discriminatory treatment “baseless and misconceived”.

The row also revives an older policy fight. Starlink had favoured administrative allocation of satellite spectrum, while Reliance earlier argued for an auction. The Telecommunications Act, 2023 provides for administrative assignment for satellite services. In September 2026, the Digital Communications Commission reportedly approved a spectrum charge equal to 5% of adjusted gross revenue.

Security checks, spectrum pricing, and rural connectivity are all part of the delay.

What Happens Next For Starlink Users In India?

As of October 8, 2026, Starlink is not commercially live in India. Its strongest case may be outside dense cities. Satellite broadband can reach mountainous, border and remote regions without waiting for the same ground-network build-out. The government itself has identified satellite communication as useful for rural, underserved, coastal and mountainous regions.

Price will also decide adoption. India already has low-cost mobile data, so Starlink may find greater demand for remote homes, schools, businesses or disaster response rather than as a replacement for ordinary city broadband.

The next signals are straightforward: completion of security assessments, spectrum assignment and an official commercial launch. Until then, Musk’s “oligarchs” remark remains an allegation, while the government says every licensed operator is passing through the same framework.

Who did Elon Musk call “oligarchs” in India?

Musk did not name any person or company. Reports discussed major telecom groups, but linking his allegation to a specific business would still be speculation.
