No PUC, No Fuel Rule Explained: Can a Petrol Pump Refuse Fuel Without a PUC Certificate?

A driver reaching a fuel station in Delhi-NCR with an expired Pollution Under Control certificate can now be refused petrol, diesel or CNG. From 1 October 2026, Commission for Air Quality Management Direction No. 101 requires fuel stations across the National Capital Region to restrict fuelling of vehicles without a valid PUCC. The latest government review of CAQM’s direction confirms the 1 October enforcement date.

The rule is not a blanket India-wide fuel ban. PUC compliance is mandatory nationally, but this particular fuel-denial direction applies across NCR. Elsewhere, state or local enforcement orders may differ.

Key Highlights

  • CAQM’s rule took effect across Delhi-NCR on 1 October 2026.
  • Delhi planned mission-mode enforcement at around 500 fuel stations using Automatic Number Plate Recognition, or ANPR, systems.
  • Haryana’s NCR districts have also directed pumps to verify PUC status under Direction No. 101.
  • A valid PUC issued by an authorised centre is recognised across India.

Where Does The No PUC, No Fuel Rule Apply?

The biggest confusion is geography. CAQM approved Direction No. 101 for the entire NCR, with fuel to be dispensed only to vehicles carrying a valid PUCC from 1 October. Government reviews confirmed that Delhi, Haryana, Uttar Pradesh and Rajasthan were preparing ANPR systems at fuel and CNG stations for enforcement.

That means a petrol pump in an NCR district can refuse fuel when a vehicle does not have a valid PUC. On 4 October 2026, Haryana’s transport authorities were reported to have directed pumps in the state’s NCR districts to follow the same rule.

Outside NCR, the position changes. Rule 115(7) of the Central Motor Vehicles Rules requires eligible vehicles to carry a valid PUC certificate. However, that national requirement does not itself create CAQM’s fuel-denial system at every petrol pump in India.

Can A Petrol Pump Really Refuse Fuel?

Yes. Where Direction No. 101 applies, refusal forms part of official pollution enforcement rather than an individual choice made by a pump employee.

  • At the pump: ANPR cameras can read a registration plate and compare it with linked vehicle records. Delhi is using this technology at fuel stations to identify vehicles without valid certificates.
  • If the PUC has expired: fuel can be denied until a valid certificate is obtained. Separate enforcement action may also follow.
  • If the certificate came from another state: that alone is not a problem. The Centre has stated that an authorised PUC certificate is valid throughout India.

Vehicle owners can check records through the official Parivahan PUC portal. Government pollution-control filings also cite Section 190(2) of the Motor Vehicles Act for air-pollution violations. A first offence can attract a fine of up to ₹10,000, imprisonment up to three months, or both, along with licence disqualification for three months.

What Happened After The October 1 Rollout?

The opening days showed that enforcement may not look identical at every petrol pump.

NDTV visited fuel stations in Janpath and Mayur Vihar Phase 1 during the first day of Delhi’s stricter drive. Cameras were scanning number plates, announcements were playing and PUC centres were operating, but transport enforcement teams were absent at those two locations during the visits.

By 3 October, Hindustan Times reported that five flying squads were conducting random checks in Delhi while staffing and technical issues slowed wider field deployment. The rule remained active despite those early operational gaps.

Gurugram has also included fuel denial for vehicles without valid PUC certificates in its winter pollution measures, alongside action against end-of-life vehicles and a monitoring network covering more than 1,000 locations.

A successful refuelling at one station, therefore, does not mean an expired certificate will be overlooked at another.

What Should Drivers Check Before Reaching A Petrol Pump?

The easiest precaution is checking the certificate before the fuel gauge reaches reserve.

  • Check the validity: Open the Parivahan PUC service and confirm that the certificate linked with the vehicle registration number remains active.
  • Renew before travelling: Waiting until the tank is almost empty can create an immediate problem if the next NCR pump refuses fuel.
  • Keep proof accessible: A printed or digital copy may help during a database mismatch, although dispensing still follows the enforcement process being used at that station.

Under the existing central framework, vehicles are required to carry a valid PUC after the prescribed period from first registration.

FAQs

Can a petrol pump refuse fuel if my PUC has expired?

Yes. In Delhi-NCR, Direction No. 101 permits fuel denial to vehicles without valid PUC certification from 1 October 2026 at covered fuel stations.

Is the No PUC, No Fuel rule applicable across India?

No. PUC compliance applies nationally, but CAQM’s current fuel-denial direction covers NCR. Other states may adopt their own fuel-station enforcement arrangements separately.

Does the rule cover CNG vehicles too?

Yes. CAQM’s implementation includes fuel and CNG stations, so vehicles requiring PUC certification need a valid certificate while refuelling within the NCR region.

Can a PUC certificate from another state be used?

Yes. A valid certificate issued by an authorised PUC centre is recognised throughout India, so entering NCR does not automatically require another pollution test.

Where can drivers check PUC status online?

Vehicle owners can use the official Parivahan PUC portal to check certificate details before travelling and reduce the risk of being refused fuel unexpectedly.
