Canada Immigration Rules 2026: New Express Entry Changes Could Benefit Skilled Indian Professionals From November 3

For an Indian engineer already working in Canada, November 3 could change the calculation behind permanent residency. Canada will award extra Express Entry points for eligible experience in higher-paid occupations and restore points for certain job offers.

Immigration Minister Lena Metlege Diab announced the changes on October 16, 2026. The Comprehensive Ranking System (CRS) ranks candidates. The changes favour eligible jobs and Canadian experience, not Indian citizenship itself.

Key Highlights

  • The Express Entry changes take effect on November 3, 2026.
  • Qualifying Canadian high-wage experience can add 20, 40 or 70 CRS points.
  • Eligible high-wage job offers will receive 50, 70, or 100 points.
  • A Labour Market Impact Assessment (LMIA) will no longer be required for qualifying job offers.
  • IRCC will pause invitation rounds while recalculating existing profiles, potentially for two weeks.

What Changes Under Canada’s Express Entry From November 3?

Canada’s immigration department, IRCC, is introducing a Labour Market Integration factor. The October 16 government announcement explains that applicants receive whichever score is higher: points for their Canadian work experience, including any high-wage addition, or points for a qualifying job offer. They cannot collect both.

A high-wage occupation has Canadian median pay at least 1.3 times the workforce-wide median. IRCC uses National Occupational Classification (NOC) codes, not an individual employee’s salary. A higher salary alone will not turn an unlisted job into an eligible occupation.

How Many CRS Points Can Skilled Workers Receive?

The official points breakdown separates the new occupation-related points from existing points for time worked in Canada. At least 12 months, or 1,560 eligible hours, in a qualifying high-wage occupation are needed for the additional experience points.

Occupation’s Median WageExtra Points for Canadian ExperiencePoints for Qualifying Job Offer
1.3 to under 1.5 times2050
1.5 to under 2 times4070
At least 2 times70100

The tiers are not cumulative. The maximum for this factor is 150 points without an accompanying partner and 140 with one.

For a concrete example, software engineers and designers (NOC 21231) appear in the 1.5-times tier on IRCC’s occupation list. Someone without an accompanying spouse who has one eligible year of Canadian work experience in that occupation would receive 40 points for the year plus 40 high-wage points, or 80 under the new factor. Only the second 40 is the new addition.

Which Indian Applicants Stand to Gain?

In IRCC’s 2024 Express Entry report, Indian citizens received 43,004 of 98,903 invitations, around 43%. That historical figure shows their significant presence in the programme, but it does not forecast how many will benefit from these particular changes.

The published high-wage list includes several occupations relevant to Indian professionals:

  • Technology: Software engineers (NOC 21231), data scientists (21211) and cybersecurity specialists (21220) appear in the 1.5-times tier.
  • Healthcare: Registered nurses (31301) and pharmacists (31120) are in the same tier.
  • Engineering and trades: Civil engineers (21300) fall in that tier, while industrial electricians (72201) appear in the 1.3-times tier.

Work undertaken in India does not earn Canadian experience points. A qualifying Canadian offer could still help, provided the occupation and offer satisfy the rules. There is no automatic invitation or guaranteed permanent residence.

What Must Candidates Do Before November 3?

Removing the LMIA requirement does not remove scrutiny of employers. Immigration officers will still determine whether an offer is genuine, whether the business can honour it, and whether the applicant can perform the job. An offer generally needs full-time, continuous work for at least one year after permanent residence.

IRCC has identified three immediate points for applicants:

  • Already in the pool: Existing profiles will have their scores recalculated automatically, a process that may take up to two weeks.
  • Holding a job offer: Update the required offer information before November 3 if it is not already included.
  • Watching invitation rounds: Draws will pause during recalculation; a higher score still must meet a future round’s cut-off.

One wrinkle remains. IRCC says its online form will temporarily still ask for a positive LMIA after the rule changes. Applicants without one should follow the department’s specific profile-entry instructions, rather than supplying fabricated information.

When Will Canada’s New Express Entry Rules Start?

The new CRS points and revised job-offer assessment begin on November 3, 2026. IRCC announced them on October 16, giving existing candidates time to review their profiles.

Will All Indian Skilled Workers Receive Extra CRS Points?

No. The changes depend on qualifying Canadian work experience or a genuine offer in an eligible high-wage occupation, not on Indian nationality or educational qualifications alone.

How Many Extra Points Will Canadian Experience Earn?

Eligible high-wage Canadian work experience adds 20, 40, or 70 points depending on the occupation’s wage tier, alongside existing points for the duration of qualifying employment.

Is An LMIA Still Needed For Express Entry Job Offers?

From November 3, a qualifying offer will not need an LMIA for the specified Express Entry eligibility and points rules. Officers will still check the offer’s authenticity.

Will Express Entry Invitations Stop In November 2026?

IRCC plans a temporary pause while it recalculates profiles under the new scoring rules. The process could take two weeks before invitation rounds resume.
