BMC Starts Updating Mumbai’s First Climate Action Plan Five Years After Its Launch: What Has Changed In The City’s Flood, Heat And Pollution Risks?

Mumbai’s climate risks look sharper in 2026 than they did when the city released its first climate action plan. BMC has now started its first major upgrade of the Mumbai Climate Action Plan, with a consultation meeting held at civic headquarters on September 10. The review is expected to take about a year and will update Mumbai’s greenhouse-gas inventory, hazard assessment and targets for 2030 and 2040.

There is one date worth clarifying. Although the exercise has been described as coming “five years on”, BMC records show that MCAP was formally launched on March 13, 2022, making it about four-and-a-half years old in September 2026.

The timing is striking. Mumbai has just seen an unusually volatile monsoon, another punishing summer and continuing concern over construction dust and particulate pollution.

Why Is BMC Updating The Mumbai Climate Action Plan Now?

The original MCAP set a net-zero target for 2050, with emissions cuts of 30% by 2030 and 44% by 2040 from a 2019 baseline. It covers energy, transport, waste, greening, air quality, flooding and water management.

The new review will use the earlier baseline rather than restart everything. Officials also want deeper consultation across civic departments, something the pandemic limited during preparation of the first plan.

Climate policy has since moved into BMC’s annual spending. For 2026-27, ₹20,730.04 crore, or 43.04% of capital expenditure, was identified as climate-aligned. BMC also announced the budget through its official X account.

Has Mumbai’s Flood Risk Become Harder To Manage?

Flooding remains the most visible test. The original climate analysis estimated that nearly 35% of Mumbai’s population could be exposed to flood risk within 250 metres of identified hotspots. BMC’s 2026-27 budget separately listed 498 flooding spots, with 391 tackled and further locations under phased work.

Yet rainfall itself has become difficult to plan around. During a severe July spell, several Mumbai locations recorded more than 200 to 250 mm of rain, triggering widespread waterlogging and transport disruption. August then swung dry, with Santacruz receiving 318 mm, only about 57% of its usual monthly rainfall.

Coastal exposure is also back under scrutiny. BMC has commissioned a new assessment along Mumbai’s 149-km coastline after major land-use and shoreline changes. A recent United Nations sea-level assessment said global sea level rose by a record 5.9 mm in 2024 and could rise roughly half a metre or more by 2100.

Heat And Pollution Are Now Bigger Day-To-Day Risks

Heat has moved from a future warning into a regular city-management problem. Mumbai recorded its first heatwave of the 2026 season in early March, with Santacruz reaching 38.9°C. Days later, an IMD station at Ram Mandir recorded 42.5°C.

WRI has also found that lower-income Mumbai neighbourhoods often face greater heat exposure because vegetation is thinner and heat-trapping built surfaces are common. That makes cooling, shade and neighbourhood-level planning increasingly important.

Pollution remains stubborn too. BMC’s Environment Status Report 2024-25 recorded PM10 around 125 µg/m³ and PM2.5 around 55 µg/m³ at Chembur. India’s annual standards are 60 µg/m³ for PM10 and 40 µg/m³ for PM2.5.

BMC and ARAI have now started a fresh high-resolution emissions inventory covering Mumbai, Navi Mumbai and Thane. The study will track seasonal pollution sources and support an Air Quality Early Warning and Decision Support System.

What Will Decide Whether The Updated Plan Works?

The update will be judged on delivery, not another set of climate promises. Mumbai already has storm-water works, heat-risk measures, dust-control rules, electric-bus plans, greening projects and climate budgeting.

What remains harder is showing whether those interventions are actually reducing exposure neighbourhood by neighbourhood. The revised MCAP will need public progress data, department-level deadlines and measurable indicators for flooding, heat protection, pollution and emissions. It must also account for infrastructure and shoreline changes that did not exist when the first assessment was prepared.
