More than 33 lakh Delhi electors have been flagged for notices during the Special Intensive Revision, or SIR, of the capital’s voter rolls. The figure has caused concern after names of politicians, officials and other public figures appeared in the notice lists. But the Delhi Chief Electoral Officer has clarified one point: a notice is not an automatic deletion order.
The notices are part of a verification stage for people already present in the August 31 draft electoral roll. Voters may be asked to explain mismatched details, provide documents, or show how their present entry connects with an earlier electoral roll. The final Delhi roll is scheduled for November 4, 2026.
Why 33.13 Lakh Delhi Voters Were Flagged
Delhi’s August 31 draft roll contains 97,53,577 electors. Of these, 33,12,919 were identified for notices. Court filings reported this month break that figure into 13,79,785 voters under “No Mapping” and 19,33,134 under “Logical Discrepancies”.
“No Mapping” generally means the current voter record could not be linked with the roll from the previous intensive revision. “Logical Discrepancies” can involve inconsistencies in names, parental details, age or other information used during linking. By September 19, the Delhi CEO said 31,63,930 notices had been generated and were being delivered.
The issue drew wider attention after notices were reported for Rekha Gupta, Arvind Kejriwal, S Jaishankar, LK Advani, Manish Sisodia and Election Commissioner SS Sandhu, among others. Gupta’s entry was later validated after verification, officials said.
The CEO, Delhi Office, also posted its clarification through this official X update on September 20, saying notices should not be read as automatic removal from the rolls.
Does A SIR Notice Mean Your Name Will Be Deleted?
No. The Delhi CEO said a notice does not mean an elector’s name will be struck off. No name can be deleted without giving the elector an opportunity to be heard and passing a reasoned, appealable order.
A notice instead starts a verification step. The voter can reply and submit documents to the Electoral Registration Officer, or ERO, or the Booth Level Officer. The CEO said the Election Commission’s document list is indicative rather than exhaustive, leaving the ERO to decide each case after checking records and the BLO report.
For voters who receive a notice, the immediate steps are:
- Read the reason shown and check whether the record is marked “unmapped” or carries a discrepancy.
- Contact the listed BLO or ERO if the notice does not clearly explain what needs correction.
- Carry supporting documents for identity, age, residence or family linkage, depending on the issue raised.
- Keep a copy or acknowledgement of anything submitted during verification.
What Delhi Voters Should Check Before September 30
Voters should first check the draft electoral roll and the separate CEO Delhi notice list. The official CEO Delhi SIR page carries revision information, while the Election Commission Voters’ Service Portal handles electoral services.
If a name is missing from the draft roll, Form 6 is used to seek inclusion with the required declaration and supporting documents. Form 8 is used for corrections or address changes. The claims and objections window runs through September 30, while disposal is scheduled up to October 29. The final roll is due on November 4.
The latest CEO bulletin reported 84,263 Form 6 applications between August 31 and September 19, apart from 2,12,400 applications received up to August 30. Another special camp is scheduled for September 27 at polling station locations across Delhi, giving residents an in-person option before the deadline.
Court Challenge And What Happens Next
The SIR process is also before the Supreme Court. A petition by activists Anjali Bharadwaj and Amrita Johri seeks searchable disclosure of notice recipients and clearer information about the criteria used for “No Mapping” and “Logical Discrepancies”. The fresh challenge is listed for hearing on September 22, according to reports.
Separately, 47,56,722 names were not included in the August 31 draft roll after enumeration, with authorities citing categories including absent, shifted, deceased and duplicate electors. Those draft exclusions are distinct from the 33.13 lakh notice cases involving people already in the draft roll.
